This bill would begin to reshape the service delivery model for people returning to the community from incarceration by creating a single place for people to turn for re-entry services and support, including health services, identification services, financial services, housing services, employment services, education services, and supervision services. Under the bill, the Department of Corrections (DOC) would be required to contract with at least one non-profit organization, for-profit entity, or public entity to establish a “community re-entry center.” When awarding contracts, DOC must prioritize organizations that collaborate with service providers, people who are directly impacted by the criminal legal system, criminal justice coordinating councils, technical colleges, and workforce investment boards. 

The bill was drafted following issues raised during the 2022 Legislative Council Study Committee on Increasing Offender Employment Opportunities.
